Cadillac 1989 Sedan deVille gas tank issues?

About a year ago, the fuel line running from the tank to the engine cracked. I took it in and they replaced the line and the sending unit. Now the tank is not accepting the full amount of fuel (89’s have an 18 gallon capacity). I can run the vehicle down to Empty, bring it into the gas station, and it will only allow me to add 13-15 gallons at most. The gauge (digital) does read full, and progresses downward to 15 etc…

Took it back, and the only thing the mechanic can suggest is that “the baffle” is loose, and may be interferring with readings. I’ve never heard of a baffle in a fuel tank. Does this sound believeable? Are there any other thoughts on why I can’t add more than 15 gallons to a 18 gallon tank!!

there are baffels in the gas tank to prevent the fuel from giving you that sloshing feeling when you drive. if the baffle was interfering with the sending unit it would not read properly at all. likely the vent is restrictedand not allowing the vapors to escape when you fill it up.
