How can I write an article for a company like Scripps Howard News Service?

I write articles for my business automotive local newspaper. Current articles used are not well written and I can write better. I was curious how I could approach the paper with my proposal to write for them, or should I make it through another service. I was looking at Scripps Howard News Service, but can not find a way to become a writer. I even do this, or there are other agencies out there where you can become a member, and newspaper / magazines and purchase my items with me? Thank you very much
